Google ties this obligation to personal accounts created after 13 November 2023. Do not turn a scoped rule into a universal claim: check the Play Console dashboard and the tasks shown for the account.

Separate opt-in, installation and evidence
The published threshold is expressed as continuously opted-in testers. Test quality also requires knowing which build they used, what they attempted, what they observed and what changed as a result.
Opt-in
The person joins through the enabled channel and remains included for the period counted by Play Console.
Access
They receive the correct link and can install a build compatible with their account and device.
Mission
They perform tasks with a known objective, environment and duration.
Report
They describe context, steps, evidence, impact and a recommendation or outcome.
Correction
The creator decides, changes the product where appropriate and records what will be verified again.
Design a campaign that survives fourteen days
Keep a margin above the minimum and avoid depending on one session at the end. An operating calendar can separate onboarding, first experience, repeated use, regression and closure.

Prepare verifiable production-access answers
Google explains that the application asks about the closed test, the app or game and production readiness. Write from actual records without inventing engagement or presenting a pending review as approval.

- ✓Which tasks or behaviours were tested.
- ✓What feedback arrived and how it was prioritised.
- ✓What changed between builds and what was checked again.
- ✓Which risks or limitations remain and how production will handle them.
